Basement floor are painted and not seal ?

hi my basement floor are painted the house is about 60 years old or so if i put a box on the floor and i move it it feels damp on the bottom does that mean they didnt seal the concrete floor back then ? and if not do i need to remove all the paint on the floor b/4 i seal it ?
